One factor per key applies across every Venice text, image, and video model. For each request, Gondola picks a key within 5% of the cheapest factor that still has the DIEM headroom to serve it, so a cheap key that has spent its allowance is skipped and the band re-anchors higher. Odds are for a typical request (about 0.05 DIEM, the size at which half of the last day's volume flows).
